How exactly do open up "Port211 TCP Outbound"?

Do you have a network admin person there? Usually they can help you gain access to port 211 outbound.

Unfortunately each firewall (whether it be software or hardware based) is different. But you are looking for an area that will allow you to specify which ports to have open.
